Each specification is for a specific application and an API GL5 transmission oil is not better than an API GL4 but should only be used in different applications.

When to change transmission oil?

Generally the mechanic decides to replace the gearbox oil at the same time as the clutch replacement even if the car manufacturers only require a check every 4 years since the car gearbox is like a gearbox without any contamination of external substances.
